One problem might be that GTK+ has wanted all strings in UTF-8 ever since
1.3.something (which I think includes all of the MS Windows ports), where
presumably the translation files are in ISO 8859-1.

Does it sound like that might be causing difficulties?  If so, there are
all kinds of further complications...
