Only if you wish to use your existing shortcuts. 

I would suggest you
rename the old gnubg.exe to, for example, gnubg-XXXXXX.exe (XXXXXX being
the date where you downloaded gnubg the last time) and rename
the newly downloaded gnubg-020704.exe to gnubg.exe. This way, your
existing desktop shortcuts will still be usable, but you can always
revert to an older version in case the new version is more buggy.
