Now that we have sockets support for windows, it might be worthwhile to
make the external player and the random.org RNG support.

What is needed? Is it just 

#include <sys/socket.h>
#include <netinet/in.h>
#include <arpa/inet.h>
#include <netdb.h>
#include <sys/un.h>
#include <winsocket.h>

(assuming we define a HAVE_WINSOCKET_H in config.h)

Are there any other changes needed?
