We can also include it in the manual and perhaps change the "report bug"
menu item, so it brings up a dialog with the guidelines as well as a
button that takes you to savannah.

This night I had an idea: What about making the "Report bug" menu entry do the following:

Generate a HTML file with the guidelines and a bug submitting form that has the same CGI action like the one at Savannah and open it in a browser. With this gnubg could even fill in the form to quite some extent, such as version, OS and so on. This also has the advantage that the user only needs to be online for submitting, not already for filling in the information. A drawback may be that we would have to keep it in sync with the actual Savannah form, but I think this shouldn't change often.
