LOCALEDIR is set in Makefile.am and passed directly to the compiler
rather than setting it in config.h (I can't remember why...)

LOCALEDIR is "hardcoded" as $(datadir)/locale.

Do you modify $(datadir) also to avoid installation in /usr/local?
