I don't know how useful it will be for windows users, but it's possible
to make some autoconf magic that writes two different versions of
gnubg.gtkrc, by making a gnubg.gtkrc.in (similar to Makefile.in).

It's not really an issue for window users, as they all use 1.3. Some autoconf magic for linux users would be nice though.
