I forgot to add that Douglas Zare made me aware of the fact that
resignations is a problem "error rate per move"-formulae (epm), since
you'll get a better epm if you don't resign.

Although Snowie omits the errors made in races and bearoffs for other
reasons, their formula has the advantage of being less sensitive to
resignations which generally occur after breaking contact.

One way to fix this in gnubg would be to omit moves where all moves have
the same equity (within some threshold).
