[Bug-gnubg] New win install archive/exes (20061114)

A new install archive (code snapshot 20061114) is available for
download at www.gnubg.org.

This install archive should fix:

- problem for users with non-ascii char in their login


NOTE: if you have installed a recent install archive you can just
replace the executables with the ones provided in the archive
mentioned on www.gnubg.org (1.3 Mb zip archive).
