There is an X11 update that you can download (After you install X11). It is still available on Apple’s site:

This zip file contains X11User.pkg  and the SDK. In theory you don’t need the SDK if you are just running X11 apps, so installing just the user portion should be fine.

As I recall with the build of GnuBG you downloaded, just run it like any other Mac Application once installed (The older versions of the packages were better in that regard)
