Thanks for the tip; however, I'm still having problems.  That page
suggests that I create a .rpmrc file with a line like

topdir: /u/tchow/mysubdirectory

in it.  But when I do that, I get an error:

The solution is to use the file .rpmmacros rather than .rpmrc.  That
file should contain the lines

%_topdir   %(echo $HOME)/whatyouwant
%_srcrpmdir %{_topdir}/<WHATYOUWANT>    the default is SRPMS
