That is one possibility, but there were some others which is why I
asked. What had me curious was that they were using Fedora Core which
does use a more recent version(source) of GNUBG.

I am well aware of the procedures. Yes the webpages are updates via
Savannah. The movement from one FTP site to another (@ gnu.org) is a
manual procedure. When I released the first 1.0 release the GNU Project
contacted me asking if I wished to be an official maintainer. One of my
questions back was related to movement off the alpha ftp server. As time
permits I will do it.
