Hi Paul,

gettimeofday had a similar problem.
The trick in that case, was to use a wrapper for
both localtime and gettimeofday.
Here, we'd use a wrapper for tzset and localtime.

The only nit is that on systems with the losing tzset,
we'll also compile (but not use) rpl_gettimeofday.
It's not worth worrying about, imho.
