Assuming the Windows port uses the configure script, yes.  However,
many Windows ports of GNU software have their own Makefile's (because
the Make utility supplied with the Microsoft development environment
has a syntax that is not Posix-compliant).  In those cases, that
Windows-specific Makefile defines WINDOWS32 in a compiler switch.
