Thanks for catching that! I suspect that many packages have the same
problem, because it appears only with the mingw platform. (No problem
with cygwin.)

I agree that it would be nice if automake would implicitly use xxxx$(EXEEXT)
instead of xxxx in TESTS, for all xxxx that are listed in a *_PROGRAMS
variable. It would help portability to mingw. Want to report it on the
automake list?
