use permissive copyright on all *.m4 files

I noticed that three .m4 files have LGPL copyright notices,
rather than the standard, more-permissive one.
This change corrects what I think must have been an oversight.
Paul, the latter two are yours. Any objection?
* m4/warning.m4: Use the all-permissive copyright notice
recommended by RMS (rather than LGPL).
* m4/vararrays.m4: Likewise.
* m4/flexmember.m4: Likewise.
