Ugh, I should have tried it before telling you to report it:
% uname -a
SunOS XXXXXXXXXX 5.11 snv_91 i86pc i386 i86pc
% /bin/sh -c 'umask 22; (umask 0); umask'

Looks like this bug is already fixed somewhere between builds 86 and 91.
