For what it's worth, there is fairly well-working support for MSVC in
Libtool's pr-msvc-support branch (as in: it passes most of the
testsuite).  The code is just a bit ugly and there are a couple of
changes that might regress unrelated systems.  But there are packages
out there using this branch.
