There aren't many modules that depend on gettext

$ grep -x gettext *
acl:gettext
bison-i18n:gettext
quotearg-tests:gettext

acl seems to me like it would also work with gettext-h (tests pass at 
least).  Bruno, can you confirm?

Requiring gettext in quotearg-tests looks a bit heavyweight though...
