For now, yes.

Eventually, we should provide two modules:

regex-posix (only what POSIX requires)
regex-gnu   (also all GNU extensions)

and have regex become regex-gnu (similar to other modules, like getopt).
 But when that day comes, it will be listed in NEWS.
