test-ceil-ieee failures

This test fails on AIX 6.1 and 7.1:

test-ceil-ieee.c:39: assertion failed
/bin/sh: 1081512 IOT/Abort trap(coredump)
FAIL: test-ceil-ieee

I'm committing this workaround, whose effect is to replace the 'ceil' function.

        ceil-ieee: Work around bug on AIX 7.1.
        * m4/ceil.m4 (gl_FUNC_CEIL): Test also the sign of ceil (-0.3).
        * doc/posix-functions/ceil.texi: Mention the AIX 7.1 problem.
