I'd do the other way round---make it the default, and add a shell option to disable RRI. Possibly do not even add options. As the regex case shows, sometimes tweaks are unnecessary bloat.

So, do we agree that we can change strcoll->RRI in gnulib *now*, though we still have to discuss what to do about m4/regex.m4?
