I've gone ahead and pushed Paul's patch, and will shortly push a patch
to autoconf so that it's own INSTALL file matches the gnulib INSTALL.

Meanwhile, I have a new question - by default, makeinfo produces `'
quoting by default in the creation of INSTALL, and we have INSTALL.ISO
to convert to '' quoting.  But given our recent push to use '' quoting
everywhere, should we be ditching INSTALL.ISO and make INSTALL use ''
quoting?  Should we be using '@set txicodequotebacktick' or similar
markup in install.texi in order alter the preferred quoting styles to
begin with?
