Summary:  configure does not fail when no X11 development environment is 
installed

Original Submission:  I just tried to install GNUstep on a new debian testing 
system.  This computer did not the libx11-dev package 
installed.  So the compilation of back did not succeed,
as is to be expected.  However configure did not complain
at all.  

This is just cosmetics, but because base/gui do complain
during the configure phase if something is missing, I
expected this when building back as well.  

Please feel free to reject this bug.  I just filed
it to let people know who care about this kind of things.
