Summary:  New time zone implementation not working on Cygwin

Original Submission:  The time zone implementation has been changed to use the 
existing tzfile.h file in preference over the GNUstep one (now called 
nstzfile.h), this change breaks compilation on Cygwin systems. Cygwin has its 
own tzfile.h but this only includes some defines, but none of the structure 
definitions GNUstep relies on. 
I would suggest that we check not only the existence of the header file, but 
also if it includes the tzheader structure that we are using and if not keep on 
using the GNustep one.
