Summary:  NSFileHandle setNonBlocking:YES has no effect under MinGW

Original Submission:  using GNUstep base 1.10.0/MinGW

NSFileHandle does not react to a setNonBlocking: YES request.
this is because in -[GSFileHandle setNonBlocking:] MinGW code 'isNonBlocking' 
is never set.

(by the way, there is no [NSFileHandle setNonBlocking:] method in apple 
documentation!)
