Follow-up Comment #1, bug #24985 (project gnustep):

I'm not sure what the issue is here, and what I'm remembering may not be
relevant to loading from a nib, but we should be able to change the menu
layout (from horizontal to vertical and back) dynamically ... as you need to
do that when switching between themes.  There is code to do that in the gui,
and it seemed to work well when I was using it a year or two ago.  Please take
care that you don't break it (or fix it if it's already broken).
