[bug #30026] Unknown time zone name `PST'

Follow-up Comment #11, bug #30026 (project gnustep):

It now works as expected with both "Europe/Moscow" set either by Gnome or
from the environment (TZ="Europe/Moscow"). 
It still emits the warnings with "Europe/Samara" set by Gnome.
