So I have 2 questions.

1. Is this saying that the only privacy protection that IceCat offers is in that plugin?
2. What plugin is this? It's not explicitly mentioned, and I dont see any particular one in http://www.gnu.org/software/gnuzilla/addons.html that stands out.
