I am trying to help, however I do not have the time resources to
maintain the grep project.
Even though the other projects I am involved with could be less
relevant for most, they matter to me, and I am committed at
providing decent support and continuing development for them.

I understand that Stepan is hoping to release a new version within
the month.
You could try to ease his task as much as possible by
setting everything in place, so he can provide the additional effort
compatibly with his tight time-constraints.
If everything fails, no one else steps up, and you all agree, I offer
to co-maintain the project to get a single release out.
But then a new maintainer should be sought, since I cannot offer the
needed time in the long run, and grep deserves it.
For Tony: you could ping address@hidden about the status
of your papers, if it's been a while.
