Yes, but why under lib/ ?  This has nothing to do with any "library".
Why not a subdirectory or src/ ?

Anyway, the changeset seems incomplete: I see no machinery in place to
have the Windows build use the lib/ms files.  What am I missing?

It's not in the tarball.
