DESCRIPTION OF INCORRECT BEHAVIOUR:

1. Building groff-1.18 outside the source tree fails, but this can be
corrected by the attached patch

2. Even with that patch (or without VPATH) the make fails. The messages
from 'make' and from a subsequent 'make -k' are attached (not included here
because there are overly long lines). A subsequent 'make install' succeeds,
but installs empty files 'gnu.eps' and /gnu.png' in
/usr/share/doc/groff/1.18/examples, and other files in that directory are
probably broken.

I think you just can't assume that xpmtoppm, pnmdepth, pnmtops, and pnmtopng
are available!! You should better have up-to-date versions of the files
generated by these programs in the distribution.

Alternatively configure could find out wether these programs are available
and skip some targets if they are missing.

SUGGESTED FIX:

1. See the attached patch
