Re: a couple of groff install issues

Whoops, sorry about getting 1.19 instead of 1.19.2

I got the latest version and problem 1 was fixed. I did however have the
second problem still


make install

The prefix directory `/tools/wdtgnu/groff-1.19.2' doesn't exist
