bug in mm .P

The mm man page says under .H:

"An eventual paragraph, P, directly after H will be ignored, H is taking
care of spacing and indentation."

However, some time back a patch to fix paragraph indenting broke this
promise, and .P has an effect following a .H. The code even contains a
comment:

.\"     skip P if previous heading

but the code did not do that!

The attached patch restores this behavior.
