This bug report is the culmination of a mailing-list discussion whose three
most relevant posts are archived at

The conclusion was to add the following text to doc/groff.texi to clarify how
the .H and .V registers specify the difference between device basic units and
groff basic units.  Werner approved of this wording, and no other opinions
were offered on it.  (The text below reproduces the text proposed on the
mailing list, with the addition of @code{} markup around the register names.)

"Although groff's basic unit is device dependent, it may still be smaller than
the smallest unit the device is capable of producing.  The register @code{.H}
specifies how many groff basic units constitute the current device's basic
unit horizontally, and the register @code{.V} specifies this value
vertically."

This addition could go in "@section Measurements", which defines basic units,
or in "@subsection Built-in Registers", which defines the .H and .V registers.
 It's not clear to me which is the better location, hence I haven't provided a
patch, just the text to be inserted.
