Yes, this is variable. The range is [0,1).

I took a look at the code and found it amazing: If you hide the menu
(using the command "hiddenmenu"), you can interrupt the default boot
infallibly, even with the timeout zero. Otherwise, it's by chance
whether you can do that or not. Does that sound ugly?
