Compiling GNU/Linux from windows isn't easy and I think it is not
possible at all. Linux can only be compiled with gcc and the intel
compiler IIRC.
I think you can better download a GNU/Linux distribution like
Debian/GNU Linux, install it and compile from there.
Why do you want to compile linux using turbo C anyway? (Or did I
misunderstand your question?)
