I am not shure if this applies here, but there is an
Grub command called uppermem, the manual says you
should use it with care. You should also try
displaymem from the command line beforehand.
(see the Grub manual).

The error exists
3,boot
grub>root(hd0,0)
grub>kernel /vmlinux ro root=/dev/sda5 mem=32M
Grub means 'no so much mem'
4,I return to lilo
But i like GRUB
