patches for other archs...

Hi all, 

I'm in the finishing stages of a port of grub (stock 0.93) to the Amd
Elan SC400. I read in the docs that there was a general wish/ feeling
that grub should be ported to new archs, so I figured this could be
one. The gist of the port is in the asm.S file, implementing Elan
specifics for the various bios calls etc.

What's the policy for accepting patches to grub? I'm currently keeping
the mods in the asm.S file, but I be happy to split 'em out into
different arch-specific files, if someone can provide guidance and
infrastructure. Btw, where is development issues discussed? This list
seems rather quiet wrt development issues...
