Details:

This patch may overdo it by including that file on some platforms that don't
need it, but at least it got me building again on my platform (amd64). 
Otherwise, I'd get link errors like this one:

grub_emu-normal_menu_text.o: In function `notify_fallback':
/home/dave/src/grub2/grub2-1.97+svn1996/normal/menu_text.c:530: undefined
reference to `grub_millisleep'
collect2: ld returned 1 exit status
