If savannah's bug tracker doesn't have a useful offline mode, make sure you 
file a bug report. :-)

The ability to fetch the desired subset of the database (or the whole thing, if 
it's not huge) with rsync or some such tool, and view it through emacs or a 
local debbugs web server is probably adequate....
