I want to add that the problem is not 100% reproducible.  It seems
that sometimes my / is --readonly at the time when fsck gets called in
/libexec/rc and sometimes it is --writable, in which case fsck says
'Cannot make readonly: Device or resource busy' and the boot process
stops.
