Please take a look at http://savannah.gnu.org/bugs/?func=detailbug&bug_id=4710&group_id=30 . The bug alone is about the inability of dlopen to report ENOENT errors, thus it's impossible to distinguish if the module is not found, or there was a problem while loading it.
If /dev/hd0 is MAKEDEV:ed, then "parted /dev/hd0" should succeed (and print ENOENT error message).
