[bug #17644] glibc: support for TLS

Jeroen Dekkers has been working on this, but stopped his efforts.

| <Jeroen> but dlopen() doesn't work
| <Jeroen> maybe other things don't work either
| <Jeroen> but the basic TLS things work :)
