IRC meetings

Hi,

In the past we have had IRC meeting for discussing current and former
GSoC projects, but no general IRC meetings. However, it's very useful to
meet once a week and discuss current concerns in real time. GSoC project
will of course still be part of the agenda, but not the only one.

As finding the best time for more than two people per email is
impossible (even with the help of Doodle), I decided to simply pick a
time myself, and hope that it suits most people: from now on, let's have
a meeting every Tuesday at 19:00 UTC.

Unfortunately it's a bit short notice for this week. Still, please
propose some points for the agenda if possible. (Apart from the obvious
GSoC-related stuff.)
