Code for testing hurdselect.c

Hello,

As promised on IRC lately: attached is some test code I wrote in July
2011 when debugging ntpdate. Included is an annotated and (partially)
modified version of hurdselect.c and some test code. 

Changes made to hurdselect.c:
- annotated the code
- made the code more readable (at least in my opinion)
- file descriptors were read, sorted, and the good ones registered.
Note: Only for the poll case, select was not yet implemented!
- anything I've forgotten...
