Sorry, I got some difficulty to decipher,  you mean inetutils/telnetd
is broken on Linux and segfauts on the Hurd?
And with telnetd netkit it says connection refused?

right?

It you have a core that it excellent send back the backtrace of the
core from gdb.  If you on GNU/Linux and have no core(just hangs)
attach to inetd with strace and option '-f' to trace back the calls
of the child(telnetd).

Did it work before on the Hurd? 8-)
The Changelog shows only one changes from last year
that was to patch a CERT security advisory.
You could checkout the older version of those files
         recent   older
ext.h     1.6      1.5
state.h   1.7      1.6

And see if it affects you.

Telnetd seems to work ok for me, I'm using GNU/Linux right now.
My box is RedHat5.1
