I made the last release.  I don't think you should do much with the
libftp idea yet - I really want to get the copyright cleaned up and the
Hurd sources already have a libftp that I'm planning to move over.  Is
that okay with you?

I can do a new release next week maybe.  I also have someone who's
willing to take care of it for Debian, so it will get alot more exposure
soon.
