I have pushed a remedy. In doing so I have expanded "tests/ftp-localhost.sh"
to investigate data connection in addition to the control connection, and
also to do the same for active data transfer, not only passive transfer.
This improved test happened also to uncover a dislike of OpenSolaris with
AI_ADDRCONFIG when acting on AF_INET only.

The new "tests/ftp-localhost.sh" runs successfully for all of GNU/Linux,
GNU/kFreeBSD, OpenBSD, NetBSD, and GNU/OpenSolaris, so most probably
it will be safe to base a release on the present status.
