     17 'tftp'
     18 'inetd'
     19 'syslogd'
     20 'ftpd'
     21 'rexecd'

   Thus the first three servers, i.e., chapters 18, 19 and 20, are
   still tossed around with a dice. A permutation is not enough, as
   'syslogd' must be displaced downward.

I see your confusion.  I put them there consciously, since I don't
think a strict alphabetical listing is always the best.

inetd and syslogd are the most used of the lot, the idea being that
you need to know about them before any of the other daemons.  And
there are deamons that are not usable without knowing about inetd,
e.g. tftpd must be run by inetd.  For the other commands, they are
sorted alphabetically out of simplicity, since it is hard to say which
is more important and they can always be used in isolation.

Does this explain the chaos? I'm not going to insist on this order, it
is just what I found very natural as a "casual reader" of the manual.
