I don't know about LibreJS since I don't use it (I just disable
JavaScript entirely with NoScript), but there is JS code there;
viewing the page source shows all kinds of JS, both embedded directly
into the page and as external .js files. Temporarily enabling
JavaScript for that page shows that the JS code is what loads the form.
